I have a 3G iphone that has not cydia insstalled on it. my iphone is factory unlocked version so it cant be jailbreaked before i can use Cydia. how ican install and use cydia for downloading apps.

I believe that it CAN be jailbreaked no problem....

Ya see
"jailbreaking"
and
"unlocking"
are two completely different procedures .

Jailbreaking only opens your iPhone to use third party apps -- this procedure can be undone at any time by reinstalling the original firmware version.
Unlocking though, modifies your baseband, and hence it's not suggested for factory-unlocked iPhones.

But if you'll use QuickPwn (can be found at http://www.iphoneworld.ca/downloads/), the program actually gives you an option of whether you want to jailreak OR unlock your iPhone. And it also installs Cydia.

So just grab it, and only "jailbreak" your iPhone, that should work 100%. And while you're in the program it will allow you to install Cydia and Installer.app.

Sadly without jailbreaking there's no way Cydia will run on your iPhone :(
